Why this tool matters
The IPR is a small part, but it has a big job. It controls how much high-pressure oil the HPOP sends to the injectors, and the 7.3 HEUI system depends on clean oil and accurate IPR operation. When the small internal passages load up with contamination, the truck can start hard, run rough, surge, stall, or build inconsistent ICP pressure.
You can tear one apart with vise-grips. That does not mean you should. While it can be done care must be taken not to mar the surface or crush the nose of the IPR, because that can make the regulator unusable.

Use
Remove the IPR from the truck, clean the outside before opening it, remove the tin nut, spacer, and solenoid body, secure the IPR with the Riffraff disassembly tool, unthread the valve assembly, clean the internal parts, replace the seals, then reassemble. Note: the tin nut torque spec is 35–40 in-lb.
